If a unit receives the charge order then every model in formation MUST charge or run. If they cannot do either of these things, they get to stand there and do nothing. So if only part of a unit is knocked down, part of the unit could charge or run but the ones that were knocked down would be able to stand up, attempt to run or charge, be unable to do so, and then end their activiation.
