It's a common misconception that any model within 1" of covering terrain gets Cover and a +4 to DEF. However, that is not true. The actual rule is as follows: Page 46 in Remix spells it all out pretty clearly."A model within 1" of a covering terrain feature that obscures ANY portion of its base from an attacker gains +4 DEF against ranged and magic attacks. As for the definition of obscured, it means something is between the base and the attacker, preventing the attacker from seeing that part of the base.So using my crude drawings above, you can see two situations. In situation #1 at the top, model A is shooting at model B. Since Model B is within 1" of covering terrain and at least part of model B's base is obscured by the wall, Model B gets a +4 DEF. However, in situation #2, Model A has changed his position to shoot from the side. Although Model B is still within 1" of covering terrain, Model B's base is no longer obscured from Model A. Therefore, Model B gets no cover from the wall.
